Free of charge stand-alone DC Configurator license

This topic is migrated from NXP's Excel based requirement list for medini, entry MEDNXP040.     Background:  NXP develops SEooC components and creates generic, but configurable safety analyses for them. Configurable means, that the safety analysis can be adapted to particular use cases or NXP's customers. In order to customize such a SEooC safety analysis, only a very reduced feature set of medini is necessary. The customization is usually not done by the original safety architect, but by NXP field application engineers, NXP distribution partners' field application engineers and potentially also by NXP's customers themselves.  ANSYS medini has created the license feature "DC configurator" for that 
purpose. It shall allow only such configurations and nothing else.     Request:  As the "DC configurator" license on its own is worthless without a full project provided by somebody (e.g. NXP), developed under a more comprehensive license model (e.g. semiconductor enterprise), NXP requests that the "DC configurator license" shall be provided free of charge to   NXP's field application engineers  NXP's distribution partners' field application engineers  NXP's direct customers      There were several meetings and email discussions on that topic already. I will put the minutes of a dedicated meeting on this from Jan 12th, 2020 into a forum topic reply. The minutes provide more detailed information. From meeting minutes Jan 12th, 2020:

Free of
     charge license for NXP's customers and distribution partners:   ANSYS medini reports this to
      be a tricky topic  Clarification: Distribution
      partners are not subcontractors of NXP. Distribution partners are
      separate companies who simply buy and resell NXP components, plus some
      support level. NXP provides extra training on its products to
      distribution partners' FAEs.  Discussed licensing options:   NXP purchases licenses,
       hosts them on an NXP license server and allows customers and
       distributors to use those. This is not an option for NXP. NXP will only
       host licenses for exclusive use by NXP employees. At most, NXP employees
       can "borrow" these licenses for traveling and use outside of
       the NXP network, but on NXP laptops.  NXP redistributes / resells
       medini licenses. This is also not an option for NXP. NXP will not act as
       reseller for the medini tool.  Only option OK for both
       parties: Direct provision of medini licenses from medini to NXP
       customers or distribution partners.   Things to clarify for this
      third option:   ANSYS' general current
       pricing structure says that at minimum a "Premium" license is
       necessary for using any kind of medini feature. Free "DC
       configurator" licenses only along with a Premium license at
       minimum.  A free of charge DC
       configurator license for NXP customer who sell products integrating NXP
       components is not committed by ANSYS yet.  AI Michael: Bring NXP's open request for free of charge DC
       configurator licenses for customers to the attention of Olaf again.  An exceptional free of
       charge DC configurator license can be provided to distributors who don't
       create and sell own products. Distributors will have to host these
       licenses then on own servers (not NXP servers).  Open point: Will NXP's
       distribution partners get their own customer ID or will their licenses
       be somehow associated with NXP's contract ID. NXP preference is that
       they will get their own ID.  Licenses used by NXP's
       customers and distribution partners shall also not be "counted
       off" from NXP's own DC configurator license count.  ANSYS fears a significant
       load in support requests from customer and distributor medini users.  AI Rolf: Investigate and estimate the number of medini users
       in distribution channel.  ANSYS medini will not
       provide a medini install package and free DC configurator license for
       direct public download on their web site. This is understood and
       acceptable by NXP.  ANSYS medini export
       regulations need to be taken into consideration. NXP customers and
       distribution partner would have to provide and confirm certain
       information to obtain licenses. This should be possible, because it's in
       the interest of all parties.  NXP customers and
       distribution partners will have to explicitly request a license from
       ANSYS. This will allow medini to keep track of users and export
       regulations. This is OK with NXP.  It could be even imagined,
       that when company XYZ requests a 
       free DC configurator license to be used along with a NXP
       component, then medini could obtain a confirmation from NXP first, that
       the request from company XYZ is valid. TBD
